제12차 일본군‘위안부’문제 해결을 위한 아시아연대회의 결의문 우리는 2014년 5월 31일부터 6월 3일까지 도쿄에서 “아베 정권의 폭주를 용서할 수 없다! 세계는 ‘위안부’문제 해결을 요구한다!” 는 주제로 제12차 일본군‘위안부’문제해결을 위한 아시아연대회의를 개최했다. 회의에는 코리아, 필리핀, 중국, 대만, 동티모르, 인도네시아, 네덜란드, 일본에서 생존자들과 유족, 지원단체 활동가들과 이 문제 해결을 요구하는 많은 사람들이 모였다. 2012년 말 출범한 2차 아베 정권은 다시 전쟁할 수 있는 나라를 만들기 위해 특정비밀보호법을 성립시켜 교육과 언론에 대한 간섭을 강화하고 해석개헌으로 집단적자위권의 행사를 가능케 하려고 폭주하고 있다. 일본군’위안부’ 제도에 대해서는 [고노담화]를 계승하고 재검토하지 않겠다고 하면서도 여전히 고노담화 작성 경위에 대한 검증을 추진하여 이번 국회에서 공표한다는 입장을 밝히는 등 역사를 거꾸로 되돌리려 하고 있다. 즉시 해결이 요구되어 있지만 피해자들을 제외한 해결은 진정한 해결이 아니다. 우리는 이번 회의에서 피해자들의 증언과 요구를 들었다. 그것을 토대로 각국 지원단체들와 지원자들은 “피해자들이 납득할만한 해결이란 무엇인가?“에 대해 토론하여 일본정부에게 “일본군’위안부’문제 해결을 위하여” 라는 제언을 공식 전달한다. 제언의 근거가 되는 여러 자료들도 첨부해 [고노담화]발표(1993년)이후 발견된 막대한 역사자료 등도 준비했다. 아울러 우리는 각국 및 국제연대행동을 통해 일본군’위안부’ 문제의 조기 해결을 위해 노력할 것을 확인했다. 한국의 김학순 할머니가 1991년 8월 14일, ‘위안부’ 피해자임을 밝힌 이후 아시아의 피해자들이 잇따라 피해 사실을 공개하며 문제해결을 요구한 지 23년이 되었다. 특히 2015년은 전후 70년이자 여성에 대한 폭력근절을 지향한 베이징세계여성회의에서 20년이 되는 중요한 해이다. 이제 고령화된 피해 여성들의 정의 실현을 요구하는 목소리에, 또한 피해자들에게 사회와 배상 등 법적책임을 요구하는 국제사회 목소리에, 일본정부는 즉시 대답할 의무가 있다. 우리는 미래세대에 어떠한 성폭력도, 전쟁도 없는 평화로운 세계를 물려주고 싶다는 피해 여성들과 함께 하며 다음과 같이 결의한다. 1. 우리의 요구 1) 12차 아시아연대회의에서 채택한 제언을 지지하며, 조기실현을 일본정부에 강력히 촉구한다. 2) 2007년 잘못된 답변서(각의결정)의 즉각적인 철회를 일본정부에 강력히 촉구한다. 3) 유엔 각 기관의 권고를 준수하라. 특히 피해자들의 명예를 훼손하는 폭언과 폭력적 행동에 대해 공개적이고 공식적으로 반박할 것을 일본정부에 강력히 촉구한다. 4) 교과서 기술을 비롯해 ‘위안부’문제를 기억하여 계승하는 활동을 강화하라. 2. 우리의 결의 1) 고령화된 피해자들의 현상을 공유하여 피해자들의 생활과 투쟁에 대한 지원을 강화한다. 2) 일본군‘위안부’ 기림일 (8월 14일) 행사를 각국에서 진행하고 이 날을 유엔기념일로 제정하기 위한 활동을 추진한다. 3) 아시아 각국 정부가 일본군’위안부’ 문제 해결을 위해 적극적인 외교/국제활동을 하도록 각국에서 활동하며, 이를 상호 지원한다. 4) 또 다시 같은 피해를 반복하지 않기 위해 모든 ‘전쟁하는 나라’ 만들기 정책에 강력히 반대한다. 2014년 6얼 1일 도쿄 제12차 일본군‘위안부’문제해결을 위한 아시아연대회의 참가자 일동 --- Resolution of the 12th Asian Solidarity Conference on the Issue of Military Sexual Slavery by Japan The 12th Asian Solidarity Conference on the Issue of Military Sexual Slavery by Japan was organized in Tokyo, Japan between May 31 – June 3, 2014, based on the theme “We will not permit the reckless actions of the Abe Administration! The world seeks resolution to the “Comfort Women” issue!” Many people wishing for resolution of this issue gathered at this conference, including survivors and their families, and supporting organizations and individuals from Korea, the Philippines, China, Taiwan, Timor-Leste, Indonesia, the Netherlands and Japan. The second Abe administration, which was formed at the end of 2012, is continuing reckless acts with the aim of once again making Japan a country which can wage war, passing the Special Secrecy Law, strengthening its intervention into education and the media, and making possible use of the right to collective self-defence through reinterpretation and revision of the Japanese Constitution. In regards to the “comfort women” / sexual slavery issue, it is attempting to turn back history, pursuing reconsideration of the process leading to the Kono Statement and announcing this process at the Diet, while at the same time saying that it will maintain the statement and not reexamine it. Resolution as soon as possible is required, however without including the survivors this cannot be a real resolution. At this conference, we have heard the testimonies and demands of the survivors. Based on this, together with the supporting organizations and individuals from each country, we debated the kind of resolution which would be acceptable to the survivors. This was consolidated as recommendations officially submitted to the Government of Japan entitled “For Resolution of the Japanese Military “Comfort Women” Issue.” We also included a range of supporting materials as historical evidence of these testimonies, together with the enormous amount of historical materials which have been uncovered since the announcement of the Kono Statement in 1993. Furthermore, we confirmed to continue to make all efforts for swift resolution of the Japanese military “comfort women” issue in our own countries and together in acts of international solidarity. It is now 23 years since Kim Hak-soon of Korea first came out on August 14, 1991 as a former “comfort woman,” followed by other survivors throughout the world also coming out to tell the facts and call upon the Japanese Government to resolve this issue. 2015 will be a particularly important year, marking 70 years since the end of World War II and 20 years since the Fourth World Conference on Women in Beijing. The Japanese Government now has the duty to respond immediately to the voices calling for justice for the aging survivors, as well as voices from the international community calling for Japan to take legal responsibility through an apology and compensation for the victims. We declare to take the following actions together with the surviving women, who wish to pass on a peaceful world free from all forms of sexual violence and war to the next generation. Our demands: - We call on the Japanese Government to support and swiftly realize the recommendations adopted by this conference. - We strongly call upon the Japanese Government to immediately retract the erroneous 2007 Written Statement (Cabinet Decision). - The Japanese Government must comply with recommendations made by United Nations bodies, and especially must officially refute any violent statements or acts which dishonor the victims. - Strengthen activities to record and pass on the “comfort women” issue, including reference in textbooks. Our pledge: - We will share information about the current situation of the aging victims, and strengthen support for their lives and struggle. - We will carry out activities in each country on August 14 as the Japanese Military “Comfort Women” Memorial Day, and campaign to make this an official UN Memorial Day. - We will take actions in each country, and through mutual support, call on respective governments to undertake active diplomatic and international activities for resolution of the Japanese military “comfort women” issue. - To avoid reoccurrence of this violence, we will oppose all policies of the Japanese government which attempt to once again make Japan a country which wages war.
